Insulating a flat roof correctly is one of the most important decisions in any roofing project. The right insulation board, correctly specified for the deck type and waterproofing system, will deliver consistent thermal performance, prevent condensation and protect the building fabric for the life of the roof. Get it wrong and you risk poor thermal performance, moisture problems and premature failure of the waterproofing system above.

Understanding Flat Roof Construction Types

There are two principal approaches to flat roof construction, and the insulation strategy differs significantly between them.

In a warm deck roof — the most widely used modern approach — the insulation is installed immediately above the structural deck and below the waterproofing membrane, usually with a vapour control layer between the deck and the insulation. This places the insulation on the warm side of the deck, keeping the structure at a comparable temperature to the room below, eliminating the risk of condensation forming within the roof build-up and removing the need for ventilation. Warm deck construction is the standard approach for new build and refurbishment flat roof projects in the UK and is the type of construction our flat roof insulation boards are designed for.

In an inverted warm deck roof, the insulation is installed above the waterproofing membrane rather than below it, protecting the membrane from temperature extremes and UV exposure. This requires the use of extruded polystyrene (XPS) insulation boards — the only material with the compressive strength, water resistance and long-term thermal performance required for this application.

In a cold deck roof — the traditional approach, now largely superseded — the insulation is installed at ceiling level with an uninsulated ventilated void above. This carries a higher risk of condensation and is no longer commonly specified for new build projects.

Flat Roof Insulation for Timber Deck Roofs

Timber deck flat roofs are one of the most common constructions in domestic and light commercial buildings. In a warm deck build-up on a timber deck, the insulation is fixed above the structural deck — typically OSB or plywood — with a vapour control layer below and a waterproofing membrane above. PIR insulation boards are the preferred choice for timber deck applications, offering excellent thermal performance at relatively low thicknesses — particularly important where parapet heights or door thresholds limit the total build-up depth available. Recticel Powerdeck U is specifically designed for use with bituminous torch-on felt systems on timber decks, while Recticel Powerdeck F and Kingspan Thermaroof TR24 are suitable for built-up felt, mastic asphalt and single ply systems. Tekwarm Roofdek offers a PLY-bonded option for applications requiring a ply-faced board.

Flat Roof Insulation for Concrete Deck Roofs

Concrete deck flat roofs are common in commercial and multi-storey residential buildings. The high thermal mass of the concrete deck makes effective insulation above the slab particularly important for meeting the U-value requirements of Building Regulations Part L. In a warm deck build-up on a concrete deck, PIR insulation boards are installed above a vapour control layer on the slab surface, with the waterproofing membrane applied above. Recticel Eurothane Eurodeck is a popular choice for concrete deck applications, offering a high-performance PIR core with a glass fleece facing suited to adhesively bonded and mechanically fixed systems. Kingspan Thermaroof TR26 and TR27 are also widely specified for concrete deck warm roof build-ups.

Flat Roof Insulation for Steel Deck Roofs

Steel deck flat roofs are the dominant construction type for industrial, commercial and large-span buildings. In a warm deck build-up on a steel deck, the insulation must bridge across the corrugated steel profile without sagging or deflecting, making dimensional stability and compressive strength critical considerations. PIR boards for steel deck applications must also be compatible with the waterproofing system above — whether torch-on felt, single ply or liquid applied membrane. Kingspan Thermaroof TR26 and Recticel Eurodeck are both suitable for steel deck warm roof applications.

Which Flat Roof Insulation Board Do I Need?

Choosing the right flat roof insulation board depends on four key factors: the deck type (timber, concrete or steel), the waterproofing system being used (torch-on felt, single ply, built-up felt or mastic asphalt), the target U-value, and the total build-up depth available.

As a general guide for new build domestic warm deck roofs in England and Wales, a U-value of 0.18 W/m²K is required. Achieving this with PIR insulation typically requires a board thickness in the range of 100–150mm depending on the product and the specific build-up. For refurbishment projects, U-values vary and should always be checked against the project specification and building control requirements.
